| AUDIT REPORT |
We have audited the attached balance sheet of Punjab Pollution Control Board (PPCB) as 31st March, 2008 along with the Income & Expenditure Account for the year ended on the date. These financial statements are the responsibility of the PPCB ‘s Management. Our responsibility is to express an opinion of these financial statements based on our audit.
We conducted our audit in accordance with the auditing standards generally accepted in India. Those standards require that we plan and perform the audit to obtain responsible assurance about whether the financial statements are free of material misstatement. An audit includes examining, on test basis evidence supporting the amounts and disclosures in the financial statements. An audit also includes assessing the accounting principles used and significant estimates made by management, as well as evaluating the overall financial statement presentation. We believe that our audit provides reasonable basis for our opinion.
- 1. We have obtained all the information and explanations which to the best of our knowledge and belief were necessary for the purpose of our audit.
- In our opinion, proper books of accounts have been kept by the PPCB so far as appears from our examination of books.
- The Balance Sheet, Income & Expenditure Account and Receipt & Payment Account dealt 'with in this report are in agreement with the books of accounts.
- In our opinion and to the best of Our information and according to the explanation given to us. The said accounts subject to the following observations:

- The PPC'B has not followed Accounting Standard 5 of the Institute of Chartered Accountants of India (lCAI) 'Net Profit or Loss for the period, prior period items and changes in accounting policies' which requires to disclose prior period items pertaining to Income & Expenditure. The PPCB is following hybrid method of accounting. Therefore expenses have been booked on accrued and cash basis and income on cash basis except interest on fixed deposit. Refer Note 1 of Notes on Accounts.
- Certain fixed assets are purchased out of funds received as grant by the PPCB against certain schemes. The amount of grant is shown as liability in the Balance Sheet {Refer Accounting Policy-l (b)} however PPCB is claiming depreciation on said fixed assets. Hence not compiling with AS-6 of ICAL.

- The PPCB has given as grant to various Gram Panchayat for low cost sanitation for lowly populated villages all over Punjab for development of low cost sanitation. Out of this amount the PPCB had received back a sum of Rs. 2890000.00 towards unutilized amount from respective Gram Panchayat during this financial year and same has been credited to research & development account.

- POL Expenses :
During the financial year some vehicle incurred more expenses on POL than Limits. Sanction from competent authority has been obtained for these expenses.

- During the year The PPCB has created a provision for leave encashment schemes for employee with LIC amounting to Rs. 24, 05,289/- by debiting to Income & Expenditure Account. (Refer note 4 of notes on accounts).

The PPCB has incurred Rs. 6933172.00 towards purchase of fixed assets and out of this amount Rs. 6075964.00 has been transferred to Capital Fund during the year. Rs. 857208.00 has been spent during the year for purchase of a car which has been utilized out of funds granted for monitoring of surface water, ground water and effect of industrial waste water.

Board Profile
|
The Punjab Pollution Control Board was constituted in the year 1975 vide Punjab Government Notification No. 6186-BR II (4) 75/24146 dated 30.07.1975, after the enactment of Water (Prevention & Control of Pollution) Act, 1974 to preserve the wholesomeness of water. Subsequently, with the enactment of other environmental laws the responsibility to implement the provisions of such laws was also entrusted to the Punjab Pollution Control Board in the State of Punjab. |

In order to have uniform laws, all over the country for broad environmental issues endangering the health & safety of our people as well as of our flora and fauna and also to check environmental degradation, the Parliament of India has enacted the following laws:
The Water (Prevention & Control of Pollution) Act, 1974 as amended to date
The Water (Prevention & Control of Pollution) Cess Act, 1977
The Air (Prevention & Control of Pollution) Act, 1981 as amended to date
The aforesaid laws have been adopted by the Govt. of Punjab to control environmental pollution in the State. The Govt. of India, Ministry of Environment & Forests, has also framed the following rules for the management of Hazardous Waste, Bio Medical Waste, Municipal Solid Waste, Recycled Plastic, Used Batteries, Control of Noise Pollution and Protection of Ozone Layer under the provisions of the Environment (Protection) Act, 1986.

Objective of Board
-
Control pollution at the source with due regard to techno-economic feasibility for liquid effluents as well as gaseous emissions.

Ensure that natural waters are not polluted by discharge of untreated city sewage.

Maximize reuse / recycling of sewage and trade effluents and to use the treated effluent on land for irrigation and for industrial purpose after appropriate treatment.

Minimize pollution control requirements by judicious location of new industries and relocation industries wherever necessary.

The functions are directed towards the effective control of water and air pollution and to maintain and restore the quality of water for various designated uses and of air.

Strategy of Board

To take up highly polluting industries, highly polluted areas of the State and highly polluted river stretches to be dealt in on priority basis for control of pollution.

To identify pollution sources and initiate follow up action for abatement, prevention and control of pollution.

To create awareness about environmental pollution by educating the industry and local authorities.

To promote measures and assistance through incentives, guidelines, development of cost effective technologies and putting up demonstration plants.

To persuade industry / local bodies to take preventive measures for the control of pollution.

To strengthen the capacities for pollution control through training and laboratory development and strengthening of manpower and infrastructure.

To collect and disseminate information relating to pollution and the prevention, control or abatement thereof,

To inspect sewage or trade effluent treatment and disposal facilities, and air pollution control systems and to review plans, specification or any other data relating to the treatment plants, disposal systems and air pollution control systems in connection with the consent granted,

Supporting and encouraging the developments in the fields of pollution control, waste recycle reuse, eco-friendly practices etc.

To educate and guide the entrepreneurs in improving environment by suggesting appropriate pollution control technologies and techniques

Creation of public awareness about the clean and healthy environment and attending the public complaints regarding pollution.
